Virginia real estate firm taps Phoenix partner for Arizona expansion

A national real estate investment, development and construction firm that has completed more than $4.5 billion in transactions and delivered more than 32,000 homes on the East Coast is making a move into Phoenix.

Vienna, Virginia-based Middleburg tapped David Breen as development partner in Phoenix to lead the expansion in the metro.

With more than 11 years of real estate development experience, Breen most recently served as director of development at StreetLights Residential, where he oversaw eight Arizona projects totaling 2,361 units across various stages of development.

Council and is an active member of ULI Arizona.

This expansion into Phoenix is part of a western U.S. focus for Middleburg that will include entry into the Denver and Dallas markets.

"I am employee No. 1 for Arizona," said Breen, who is scouting for land on which to develop build-to-rent and traditional multifamily communities.

Each new market leader for Phoenix, Denver and Dallas is tasked with developing a minimum of two projects a year, Breen said.

"We are bullish on doing projects," Breen said. "We're here and we're open for business."

Breen has his eye on the north Phoenix and north Scottsdale areas, where jobs are growing and employers are establishing headquarters.

Middleburg, which was founded in 2004, works with a variety of institutional investor groups to fund each of its projects separately.

Breen also has access to a general partner fund that allows him to get projects under contract, move them through the zoning and entitlement process in the early stages of development.

The company also has prototype units that can be used as a template to develop projects in metro Phoenix, Breen said.

With 295 employees, Middleburg will hire in Phoenix, Denver and Dallas as demand dictates.

"We'll be looking at positions as we continue to grow within the next two years," Breen said. "We'll organically grow as we get busier."
